Qatar or continue with Infosys?

I work at infosys as a Consultant for past 3 years. I recently got an opportunity for QATAR in a start up in same role. Infosys is trying to retain suggesting an onsite opportunity (Europe) is there for me. Few questions here

How is Qatar as a country for career aspirations and advancement? Should i really rely on the infosys onsite opportunity and continue here?
