HR is only sharing this information with senior-level management, who then communicate it to HMs.
If your name was in the list and your HM hasn’t received any updates yet, you can reach out to senior management for clarification.

Senior management get a list from HR with promoted candidates and deferred candidates.
Then they share it to HMs for confirmation. Check the above screenshot I have posted in the comment.
