Trending @Cognizant; PT-P-PA- Associate eligibility with last rating is 3 rating

I am currently PA & I joined CTS as PT in Feb2022 & my technology is AS400 prod support, In April 2024 I got promoted from P to PA and my last rating is 3, so my question is am I eligible for associate in April 2025 because in feb 2025 I will complete my 3 years .

Also I want to change my tech stack to Java SpringBoot Technology so is it still worth learning java in 2025 and what about the opportunities in the Market for java developer with 3 years experience
