Promotions are also on hold?

As TCS defer the salary hike, our annual increment is got delayed. But what about Promotions? I haven’t seen any news for that. My promotion was raised for C2 grade in last year, June 2024. But haven’t received any, whenever I ask my Manager he is telling it’s pending with HR and it will be cleared in next cycle.
