Promotions approved by corporate HR

I have received approval mail for my junior stating corporate HR team has approved and it will be effective 1st Jan 2025. It will take a few days for the actual letter to come.

Who will receive the mail ? Supervisor (manager ) or candidate?

Once all level approval happens the last level is corporate HR. The mail is first sent to the manager then to the candidate. Generally the gap between both mails is 2-3 days but this time it was rolled out the same day to the candidates.
