Acon to Sacon is not promotion, it is role maturity. Promotion happens when you move from one JL to other. 4B to 4A, you will not get any hike. You can expect that maturity in 2 years.

Moving from ACON to SCON is the progression. Moving between JLs i.e. in your case it shall be JL4 to JL5, then it's Promotion. Hike can be expected for Promotions and not for Progressions. It takes generally 18 to 24 months for Progression depending on your Unit.
