Promotion to c2 from c1?

1. There is no HR role in promotion , they are just checking compliance. Ask your manager for the same.
2. If you have two A band then you are eligible otherwise wait another 6 months for eligibility.

Forget about promotion. I have 3 A band and total exp 3.8 years exp. Asking every month to my manager and i am getting same response no update from corporate regarding promotion
