I have 3.9 yrs of experience. My stay at level is more than 32 months. My manager said that I'm doing great at work. Can expect promotion or good percent hike?? I'm current level is CL 11.

Don't trust managers, simply resign. I am also in a similar situation waiting for CL9, since 3.9 years I am at CL10. I am waiting for an offer. Hopefully I will resign in couple of weeks.
