When should we complete 30 months inorder to be eligible for promotion from October?

Before sept 2nd provided that is the last day to nominate. I completed on June 1 but the last day to nominate was may 28 and my promotion got delayed by a quarter

I told my manager that I have completed my 30 months today. He said I don't see your name in list as you completed 30 months after Aug 11 and you will be eligible for next quarter.
