Trending @Accenture; Promotion from level 9 to 8

I am having 17 years of experience with level 9 and joined Accenture 3 years back but my promotion is not done yet and it is already delayed as per my experience level and my supervisor is quite for this matter. Not sure what to do. Any suggesion would be appreciated..
