Promotion from C1 to C2 minimum eligibility criteria

hi all, As I know there is a minimum of 3 A bands criteria set for promotion to C2 from C1. That means it requires atleast 4 years to get promoted to ITA. Is there sort of exceptions for it in order to get into ITa before 4 years based on performance, project requirement or manager's recommendation??
