Promotion from c1 to c2

I have completed 3 years. So, I asked for the promotion, my manager said that we are pushing for it. But. He pointed out saying you have c band . It’s becoming as HR is not agreeing. Can manager make it happen?

I have completed 5years in September and still C1..raised my promotion 1yr ago...

He gave you a C band so he doesn't have to promote you. Don't worry about all this though. You work hard and smart, in a year if they don't promote you move on. If they do promote you, move on.
