Promotion denied A TO C

Hi guys

I have 3.6 yoe and with both strong ratings , 6 ONL set still promotion denied current ctc 6.36 lpa althpugh i had worked alot in ABAP and delivered most complex object in team.

IF SM reach to panel again for promotion revisit will it change if not what hike i can expect this year on current CTC.
