Promotion criteria

Is there any rule that for promotion you need 3 bands? Manger wants recommend me for promotion but HR concluded I'm not eligible.

Basic eligibility is total YOE for each role.

3 years just a random number they tell you. Ask your hr in email and see if he responds with that number in writing. He wont.
