Promotion concerns

I've been working as sfdc consultant in deloitte for 3.5 yrs now. Total YOE is 6.5.Last year was my milestone . I had good ratings, but due to previous 2 years performance, promotion didn't go through.

Now im in a project where there is too much torture and my snapshot ratings went down to agree and utilization is 80% becoz of bench period

Heard from coach that promotion isn't possible even if ONL flag is checked. Only rare cases will get promotion this year.

Am concerned if they will layoff me since am getting rolled off from current project on November end. Seems like there are no much Salesforce projects and lot of people in bench.
