There are so many people with MAL greater than 48 months. Unless you have niche skills and are a rockstar performer, you shouldn’t expect anything in the next 1-2 years. You also need to be a back to back performer meaning you need to have a TP flag on your performance outcome rating to be eligible.

L8 level promotions are very limited. I have seen people with 60 MAL. Joined during covid time , but still not at same L9 level. They are Top performers too.
