For promotion from c1 to c2, does a manager need to send names in a list to HR? Manager saying that from SPEED itself he has recommended, no need to share name in a list separately, but its pending with HR since a month

Yeah buddy, HR will send eligible associate list to manager, manager will give recommendation list back. Speed is just workflow to monitor, all promotions happening through offline only.
