Promotion C1 -> C2

Is the raising the request from C1 to C2 promotion is enabled?

Is there any eligibility criteria for it?

I'm in a one unit and working for different unit project. So who will be going to raise the promotion request for me? Whether my current project manager/supervisor or anyone from my unit?
