Promotion at TCS

Hi guys, I have 4+ years of work experience at TCS and during the last year December ,my manager told he has raised my promotion but on Jan 2024 i didnt get the compensation letter and when I asked him again he told my promotion has went on hold and the reason he told as Rto and when I asked him again whether the promotion cycle is opened now he told the window is not opened yet can any one let me know when does the promotion cycle window opens exactly ?
