Promotion

My manager mentioned that once you get a promotion,the next one won't happen before 4 years . Is this true ? Please share your experience

I thought so . I have completed 6 years in TCS . Got one promotion on the 2nd year . But after that inspite of being a high performing employee they are delaying the promotion with this logic
