Project release|| Manager not willing to discuss

I've requested a project release as I've not been promoted even after trying for 4 quarters(1 year)and my band is B,B,A. My manager is not even willing to discuss it. He simply keeps on pushing saying that we'll discuss it as he's occupied in some imp task. It's already been a month now and he is not ready to have a discussion. What should I do?

Setup a call with your Manager plus HR and keep your Managers Manager as optional attendee. I am sure your manager will discuss with you before the call.. and don't hesitate thinking of the consequences as you are just following up on what you deserve.
