Trending @Cognizant; Project release.

How do you get a project release and move to a different project if the management from the current project do not release you ? I've seen some more tenured people(than me) in my project who have asked for the same and have consistently been denied one. Is it possible in Cognizant? Your suggestions will be much appreciated, thank you.
