For genz it’s mandatory once assigned to a project they have to complete 18 months. Even the system will reject while submitting a release request. And even after 18months depending on the project requirement only the HM will release

No! You can ask but to avoid releasing you they will comeup with the stuff saying it's mandatory to be 18months in a project.
