My current project manager and leads are not releasing me from project giving dependency reasons, what approach should I follow?

Why do you want a release? Have you got another project?

There is no learning in current project..it's just support with 10% technical tasks . Also I want to switch technology which is not there in current project

Then the way forward should be to find a project first. This will do two things, first, it will give you a reason to switch, second, it will help your case in front of your lead as you will still be billable post your release. Don't wait for hr to bring you projects, they are mostly rejected projects. Communicate with managers and senior managers that you know and check for opportunity.

I am also facing a difficult situation. I am charging 50-50 to 2 projects and the project 1 manager keeps giving me more work but not ready to increase my chargeability.
