What is happened after someone gave refusual to a project when on bench ?

I believe 3 or more refusals will be flagged to HR

It totally depends on the project manager. They can either escalate this to the HR in which case the hr schedules a call with you and convinces you to join tje project.
Or not choose to do anything about it.
