Project Head Not Responding on resigned associates retention requirement

Team, please help to know how to proceed here , My team member has put down the paper and his LWD is in this month only. I am the lead for him , I am trying hard to retain this team members of mine by giving opportunities for the Onsite role. But HR is asking for project head approval , Project head is not responding to this requirement. How should we go about it ?
