Trending @Accenture; Project allotment

On 1st November an account has been hardlocked my profile. Now they don't have any requirements related to my profile. So will they provide a charge code? Now I feel they are wasting my time by hardlocking my profile. They are not providing any updates about the project. If I use unassigned charge code to fill myte then it will affect my chargeability. And I am currently hardlocked but not allotted to the project so it means will that be considered on bench?
