I was assigned as a billable resource for the project but I'm working as a buffer resource in client side since they are not accepting freshers. will i be able to relieve myself from that project or only after 18 months i can switch to another project?

You might have to stick around for 18 months, but exceptions happen. Chat with your manager about your situation; they might help you out sooner.
