Trending @Accenture; Proficiency level impact on promotion ?

Hello everyone Please help me to lnow how much proficiency level impacted the promotion. Is it the very first criteria to consider. Is it like if proficieny is p1 you will not promoted. Whoever had p1,p2 who got promoted. Please comment. Just wanted to know if its true that p1 proficiency people dont get promoted.
