Process of negotiation.

Hi, I have one offer from X company with +40%. But the work location is not my expected city. Now I want to try negotiation in TCS. Because my project is good. So what should I do?

Should I discuss this with Manager / HR? Or Should I directly put papers and later they will call me for the discussion?

If you are crucial resource in the project then go for resignation first resign and then try for negotiation if you are not crucial then they will not negotiate with you even if you resign
