Pls help by sharing your POV

My friend is a cloud engineer in a mid level company. He is fresher has almost 8-9 months of exp. Now he wants to switch from Cloud engineer to SDE or a Development role. Can you suggest will he be able to make switch, or he needs to lie on resume regarding current role. And if yes then can you please help with strategy?
