Is it possible that even if we receive zero variable pay and the previous PL has marked us as “on PIP,” we may still not actually be put on an official PIP?

For example, if in the new project we have been 100% billable for the last 4–5 months, our role and VDI access are confirmed, and we are receiving KT and regular work can HR decide not to initiate any formal PIP communication or email?

Will HR simply connect with the new project leads or senior managers to check whether they want to continue with us, instead of starting an official PIP process? What usually happens in such cases?

No one will do this voluntarily you'll have to demand for it.

Haven't seen this. But you can try atleast

Go and challenge the HR, say I am.doing good and all, ask my current team. As your DU might also have changed so does the HR and pmo team too. So this might work.
