Filing ITR as a NRI/Retuning NRI is a big headache. IT department sent me foreign assets notice because I have 4 dollars in my US account. I returned to India in 2022 and they classified it among 25000 high risk individuals who didn't declare their foreign assets.

Why not Singapore? It's well connected to India. Lots of Indian community. Very good living standards. Safe. Dubai's weather is harsh and no nature. In Singapore you will have natural greenery. I would have choosen Dubai if it had a good weather. You need to run AC 24*7.

Considering Japanese job lifestyle and Chinese influence on Hong Kong anyway i will choose Dubai

The other two are good to travel, ain't okay if you work or settle there.
Dubai as it is nearer to india, less taxation . Hong kong is packed, and very expensive. Tokyo is fine but a little far away from home
