If we get pip mail can we resign before pip starts.

Yes you can resign Before Or During PIP as well.It will dealt as normal resignation.Please read "PIP policy Document" on infyme.

I would suggest to please refer the Policy document.And For Resignation before or during PIP it's mentioned as "Normal Resignation route" so yes you will get the experience letter.
