Search pf withdrawal in my hcl portal, you will find option to submit request

No, you can't withdraw money for personal expenses. only medical/marriage related expenses only allowed. That too you should submit a bill/ proofs

Why you are not trying for salary advance.
If you have completed more than 6 months in company than you get 75 % of monthly salary.
Which they will deduct after one month in 2 equal installment
