Pet project in medical equipment sales

I know someone who wants to start a retail store for high end medical equipment (1 lakh to 1 Cr per machine) in central India. He has an established presence in the market for over 20 years working with companies, hospitals and colleges across India.

He's been talking to a minister who is apparently interested in taking ownership of it, with him primarily as a consultant, but I don't want him to get involved with politicians.

Where can I find other high ticket investors who'd be interested in such a venture?
