Yes you can carry personal laptop in campus, while entering campus you have to put details like name, emp id, and sign to a register / book placed at the main security gate.

Yes you can bring your personal laptop but you have to make an entry at scanning and don't forget to make entry on exit as well. I have done it, that's how i know.
