May be because TCS is doing silent layoff yhrough PIP of the employees until that hiring is delayed

Yes , can understand your pain but most of the big service based companies who have mostly US customers have last quarter of FY as lean in which they calculate whole CY revenue and on that basis they also do internal promotions , cost cuttings , project year end bonuses, re structuring , so by the times this solves they do a hiring freeze even if there is a client requirement open , they delay the hiring to January after releasing the offer. Just pray to god that client still has that req open till next 3 month
