If a company is offering you role in a different city while your current LPA is 5.8 how much should you expect that organisation (also an MNC) to provide you? Where shall the bargaining start from and end and what should be least one should agree for?

It depends on multiple factors, your experience, company's budget, interview performance, City they are asking to relocate.
3x of work ex is a good number if you are not a leetcode pro .
Hr might say we can do only 30-40% on current, if they are very rigid then take it and look for other interviews
Dont jump ship if current working environment is fine and new company's increment is less.
