2025 myskill is 100 percent, utilisation is 100 , going to office , will i get promoted in may (q2)?

Me 3.3yrs billable from day 1, Completed Goals and followed RTO may be sometimes i missed for 2 weeks or so in jan and feb but mostly i am following RTO. Even EDL is not giving any reason for not making me Associate. Many people who didn't follow RTO got promoted. I just want to speak to HR regarding PA to A and i raised GSD to get details of my HR
