Trending @Cognizant; Pa to a promotion

I have completed 2.7 years in cognizant and in past 2 quarters promotion didn't happed ( due to skillup 50% as manager statement) but 4 rth quarter I think they will consider 2024 skillup and I have 4 rating .when can I expect my promotion and some news heard that list of eligible candidates for 4 rth quarter shared across homemanager.is it true?
