Trending @Cognizant; PA to A for CIS Domain.

Hello All, I joined Cognizant in May 2022 and after 2 months started working in BFS domain project. I got 4 star rating in last year. 1 of my team mate got 5 star rating and got promotion in July. Am I eligible for promotion in this quarter ? As checked with manager he is saying that I'm eligible after 30 months as its my 29th month in Cognizant and billable from start of project. Please help.
