Last time in Q2 I was non compliant in one of the criteria ,so not got promoted to A . What will be the criteria for PA to A in Q3 ?

I spoke to HR Regarding this and she told me that below are the criteria

1.Utilization(yearly learning, timesheet, goals)
2.RTO from february is considered for the Q2 3.Skill Profile

When I asked about Q3 Then she replied she don't know what the criteria would be considered

But i saw a person who is not much regular to the office but he got promoted to A
