Is it 30 months as PA or 30 months from DOJ can you please confirm. A lot of miscommunication is happening about this

A few of my friends have been promoted to associate and they definitely do not have 30 months as PA. I understand earlier promotions as they had YEA>3 and for YEA = 3 it would be 30 months, but is it 30 months overall or 30 months from DOJ.
