Trending @Cognizant; P to PA Promotion

Hi, I was supposed to be PA in Last October, but at that time my rating was 2 as I was in PDP after my project ended, then I got my next project in December mid, but again I got 2 rating as my previous manager did not communicate with me while giving rating so he did not know I already got project, so in this month also my promotion didn’t happen.😔 feeling really disappointed. Can anyone guide me when I can be PA from P? I am 100% billable with zero escalations , skills updated, trutime,timesheet,RTO 100% compliant .
