Outstanding Feedback but Commensurate Rating

I got outstanding feedback from my coach but the rating was Commensurate. I joined last year in January Last and got a hike of 4.5% last year without any rating. This year it feel to me that they have adjusted my last year hike with this year's Rating. Any suggestions?
