Other then BAU tasks pressure by manager

While appraisal review My manager always tells me I m not working on other then BAU tasks, and I don't know what other task he want me to do, I am billable and 100% allocation with client tasks. I am already struggling to work due to many things are blocked in tcs network. No one cares to approve rfcs and resolve network issues for projects I am working hard to keep delevery in line with schedule and client is happy with my work. But tcs manager always try to cut my ratings saying you are working only for customer and not working on other TCS task. This year he didn't even file my H1B request. I had an argument and he is now trying to cut down my band What should I do any suggestions how to save my band and ratings in this situation?
