It's an optional holiday, generally two are provided in a year and you can opt for one. It will be automatically approve by system holiday for that day once selected.

You can take one among this optional holiday. I guess you might have missed 26 feb, you can now apply for Mar 31.
To apply, go to Leaves. In that you will see Apply Optional Holiday
