onsite opportunity

can we directly ask to customer for onsite opportunity...i have good rapo with them. Internally in TCS for 3years they are giving verbal assurance only and asking me to wait. Should i include HR for same and take release. Issue is like its difficult to get release also feom this project..They only say we cannot release valuable resource and give onsite to emplyees who flatter.. any suggestion pls
