One to one culture for Band distribution ?

As this is my first project end appraisal after anniversary am curious to know why there is no policy to conduct one to one for employees and share the Bands rather than publishing like exam results.!!

An employee may have different emotions and they have all rights to share with manager in a professional way and as manager he should he responsible enough to answer / try to convince if employee is upset to keep a healthy environment culture

Why this is not been followed here ? Any thoughts.! Personally I feel it’s not a good approach

Too big a company to care about such small things (again in their opinion). Also, who do you want to share the emotion with exactly? Your manager is in the exactly same frustration that you are in, so he would be in no position to justify the band. Also, he should not be justifying as bands are not under the control of direct managers of the employee. Summary: it's not that they can't, they don't care to do this because there is no profit to the company from this activity.

Yeah I could sense that managers primary responsibility of enabling people is not done here

Supervisors in TCS are a scam. Band is not in the hands of supervisors but in the hands of the unit. Your supervisor can send A for you but it will be changed to C by the unit. So what can supervisor do in such case. And most of them are south indians who are heavily biased towards their regional employees.
